Hi and Welcome. My Name is ***** ***** I look forward to assisting you today with your question.
Yes, you have to uninstall the old flash player first and then reinstall a fresh version.
First uninstall the old flash player completely using this utility : http://fpdownload.macromedia.com/get/flashplayer/current/support/uninstall_flash_player_osx.dmg
(Download the flash player uninstaller from the above link, open it and uninstall flash player)
After that, download and install latest version of flash player from here : https://fpdownload.adobe.com/get/flashplayer/pdc/18.0.0.160/install_flash_player_osx.dmg
Close Safari (or all browsers) before reinstalling flash player. After installing flash player, open Safari/browser.
Please let me know if that didn't work, so we can continue troubleshooting.
