First uninstall the old flash player completely using this utility : http://fpdownload.macromedia.com/get/flashplayer/current/support/uninstall_flash_player_osx.dmg
(Download the flash player uninstaller from the above link, open it and uninstall flash player)
After that, download and install latest version of flash player from here : https://fpdownload.macromedia.com/get/flashplayer/pdc/17.0.0.188/install_flash_player_osx.dmg
Close Safari (or other browser) before reinstalling flash player. After installing flash player, open Safari.
