I don't use my Mail program on my imac. There are 82gb right now in the IMAP folder in the Mail program, can I just delete this entire folder to create more space?

The answer is yes. The IMAP folder is just a local cache, a local copy of email that you may have previously used.

It is safe to delete.

so I just move the entire IMAP folder to the trash and that is ok?

That's right - move it to trash, and then empty the trash to completely remove it.
Since you don't use the mail program, you don't need the folder.
