it was not
Unfortunately, since it has been locked you will need to restore the iPad from recovery mad which will erase all data off the iPad.

I will write down each step 1 by 1 so you can confirm me as you perform those steps.
Step 1: Connect your USB cable to your computer but not to the iPad.
Step 2: Turn off the iPad: Press and hold the Sleep/Wake (the button on the top right) button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.
Is it now turned off?
Please keep the iTunes open on your computer.
Step 3: While pressing and holding the Home button down, connect the USB cable to the iPad. The device should turn on.
Step 4: 4. Continue holding the Home button until you see the Connect to iTunes screen. When this screen appears, you can release the Home button:
Step 5: iTunes should open and display the following message:
You will then see an option on iTunes to restore the iPad. Please click on the Restore button to continue with the restoration process.

Please disconnect the cable from iPad and let it stay connected to the computer. Then hold the home button on the ipad down and while hoding it, connect the usb cable to the iPad again. This should automatically turn the device on. Do not release the home button. Continue holding it until you see a wire and an itunes logo on the ipad. When you see this, release the home button. iTunes should then show a pop up which will say that "iTunes has detected an iPhone/iPad in recovery mode. You must restore this iPhone/iPad before it can be used with iTunes". Click on the OK button and then on the iTunes window click on Restore iPad.
I am trying to do this but it keeps turning siri on
Siri is turned on when the iPad is on, we need to start from it being off.
Can hold the sleep/wake button to turn it off and then start.

That's fine. Which operating system are you using?
Is this computer connected to the wireless network?
Can you click on the wireless signals shown at the bottom right.
It would open the wireless networks and will have one that will say Connected.
If you right click on and select properties, it will open a small window.
On this window, chose the Security Tab from top and click on Show Characters to view the wireless key.
The Ipad is asking if I want to set it up as a new ipad or restore from the cloud or iTunes. Which should I choose?
If you had any backup done earlier then restoring it from backup would restore it to the previous state.
If there was no backup, then skip this option.
Set it up as new ipad
