First, restart your phone
Restarting your device

Press and hold the Sleep/Wake button for a few seconds until the red "slide to power off" slider appears, and then slide the slider.

Press and hold the Sleep/Wake button until the Apple logo appears.

Let me know if this solves the issue.

If not you will need to reset your phone to get it working.

Its an apple server issue.
to reset your device do the following.
Press and hold the Sleep/Wake button and the Home button together for at least ten seconds, until the Apple logo appears.

The problem is that the load on Apple servers is really huge. That's why many of the IOS 7 downloads either fails or hangs in the process.
