You did a Hard Reset by holding the OFF/ON and Home button for 10 seconds? And did you restore your ipad by using iTunes?

Based on your info, the touch screen/digitizer seems to be faulty and needs to be replaced. I do this on my daily basis. It will cost you about $100-$140 depends on your local rates.

There is a slight chance that the logic board's touch connector is faulty. The technician can open your ipad and check.
