My Ipad comes in with Icloud Backup showing,,I did what it says but it will not go off and prevents me from using my Ipad.

From what you are describing, it sounds like your iPad is frozen. To unfreeze your iPad, press and hold both the sleep and home button at the same time for 30 sec or until the apple logo appears. The sleep button is located at the upper right corner and the home button is the round button on the bottom front bezel of your iPad

No problem. The first button is located at the upper right corner and the home button is the round button located at the bottom front bezel on your ipad. Please refer to the illustration.

Does Icloud a regular for backup?

If you are signed into icloud, It is designed to backup your ipad wirelessly

I have this since November

You can check this by going to settings, choose icloud

I think my son signed it...can I not have it?

I recommend keeping it. It is the most efficient and easiest way to backup the data on your ipad
