It does not need to be connected to a computer - it can operate independently. You only need to connect it to a computer if you want to perform a backup.

Does it say connect to wi-fi?
If so, wi-fi is your wireless network.
It should detect your home wireless network (if you have one) - follow the prompts to select your home wireless network and enter your wireless security key to connect, if asked.

If you do, can the iPad see your wireless home network?

No I do not , and my I pad can not see it I do not have a computer

If you do not have a home wifi network and you do not have a computer with internet access then you cannot proceed with your iPad registration at home.

You can activate it using a public wifi network if you wish. These are available in many locations, including Starbucks, McDonalds, public libraries, etc.
