It looks like the ipad needs to be replaced. But just to make sure, first of all connect the ipad to the computer. Then try the reset by pressing and holding the sleep and home button together for 10-15 sec. If you get an apple logo, check whether it is charging.
If that does not work, try using different usb cables, if you have another one.
If this too does not help, then you need to take it to a nearby apple store or call apple care to set it up for service.
