Here are some steps you can try to resolve the issue:
• First make sure you have iTunes installed to your Windows 7 PC
Download and Install iTunes for Windows

Next, if you have not done so, you will need to process the set up of your iPhone if you have not already completed that configuration.
iPhone 3GS & iPhone 4 Setup

If you have, continue with the information I have for you below.

• Now in regards to transferring documents to your iPhone, you would need to look into downloading an App from the Apps store called AirSharing.

It supports most documents including Pdfs and Word documents and much more.
This App does retail for $2.99, installs quickly and is easy to use.

It also works with Mac and Windows systems.
