When you have the install disk in, make sure that you insert disk one.
Then as the Mac reboots hold down the Control-C keys to force the Mac to boot from the CD/DVD drive.
That will enable you to reinstall the OSX.

There is an issue here. What is the name of the disk you are trying to Boot from?
i believe it is the operating system disk but i cant get it out to be sure

It will say if it is a Mac OS X disk.
If it is a System disk the Mac when the C key is pressed should boot from it.
i got 2 disks w/ new computer, the one i have left is the applications disk

You just had the OS X disk in and held down the C key during a reboot cycle.
i just had a 1tb hard drive installed and was loading my stuff on it
this denotes that the drive CD/DVD drive must be replaced.
then i clicked on some system tab and it went downhill from there
I work on Mac all of the time. This is a tell tale sign of trouble.

You can reinstall
You can run the Disk Checker under the tools Menu...
