How can I find a CD to update my Power Mac G4 from OS 10,3.9 (panther) to 10,4 (tiger). I have the DVD but I do not have a DVD drive.

Hello my name is Dan.
It would be less costly to buy an external DVD drive that to buy a CD set for Tiger.
Or if you have access to a Mac that has a good DVD drive and a firewire cable (6 pin to 6 pin) then you can use that to install Tiger on your PowerBook.
Both of those will work.

Is it possible to use a PC to transfer to this Mac. This an old Mac and I am trying to minimize the cost.

It may be possible but depends on many things working just right.
The software for the Windows is here.DVD or CD Sharing Update 1.0 for Windows
The problem is that 10.3.9 does not support this.
I suggest begging, borrowing or something to get access to another Mac.
That would be the easiest and cheapest way to do it. The worst it will cost is for the firewire cable.FireWire 6-6 pin .5m (thin) - Apple Store (U.S.)
