I am currently emailing from my local public library because my home service (DSL) is down. It has been happening several times a day for many months. At Earthlink service personnel's suggestion, I have replaced my wall socket, DSL modem, all cables. Nothing seems to give a permanent improvement. I recycle my modem and restart my iBook many times a day. Problems seem to be worse in damp or wet weather. Should I take this matter up with my phone company? Online at several sites I have seen many complaints about this kind of problem, mostly from NJ and NY customers.

Your service provider has hardware and cable issues. From your description your Mac is not at fault.
I would suggest that if possible tell them that you will use another provider if they can't fix this.
I don't know where you live but it sounds like a large population area so there should be choices.
