I've been working on this for 2 day's and I've restarted even reloaded my safari application

I am going to have you repair permissions on your drive, it can often fix the problem of programs not executing.

Using the Terminal (Applications > Utilities >, you can enter this command to run repair permissions - "sudo diskutil repairpermissions /" (without the quotes), just enter your password XXXXX prompted.

No that didn't do the trick any other suggestions.

If you have your Panther disc handy, you can boot to the disc and try to repair the installation of your OS.
