Hello and welcome to JustAnswer!

If fuse pressure has been verified with a gauge then odds are you're missing spark, although it could be a fuel contamination, exhaust restriction or cam timing issue. You may have a number of things going on and having sat for an extended period that may complicate things.

The first step n diagnosing the problem is to use a code reader or scan tool to see if any fault codes are setting. Have you checked for codes?

Customer: replied 3 months ago.
No way to see codes. Do not have the tool's to read them
Expert:  sprinkles08 replied 3 months ago.

It's going to take some testing to determine what is going on.

Has spark been checked?

Customer: replied 3 months ago.
can't get there, too much hardware covering the plugs. could it be fuel injectore's can I clean them?
Expert:  sprinkles08 replied 3 months ago.

Unless you have extreme fuel contamination the injectors wouldn't be restricted enough to cause a no start condition, and in that case they would be replaced.

What about relay's,fuses? Earlier I found that the Fusible Link in "under the hood" fuse box had literally deteriorated.

the "ignition 5amp fuse blew. it was replaced. remember the engine now spins like a top, but will not "fire up"
Expert:  sprinkles08 replied 3 months ago.

Are there fuses currently blowing after being replaced?

Customer: replied 3 months ago.
No!

Yes, I did see that but you said it blew and there was no mention of whether it or any other fuses were currently blowing. If there are no fuses blown and the engine still does not start then a blown fuse is not causing the no start condition.

Customer: replied 3 months ago.
okay so we have two issues, spark (with I cannot fanthom} and fuel (lprobaqbhle).
Customer: replied 3 months ago.
probable
Expert:  sprinkles08 replied 3 months ago.

You previously said that fuel pressure was verified?

Customer: replied 3 months ago.
No I did not. What does pressure have to do with it? The engine will not fire bup.
Customer: replied 3 months ago.
up.
Expert:  sprinkles08 replied 3 months ago.

Your first post said that you did have fuel.

Were you just looking to know some possible causes for a no start condition?

Customer: replied 3 months ago.
engine turns over but no start
Expert:  sprinkles08 replied 3 months ago.

There are dozens of possible causes for a no start condition. You could have a bad fuel pump, loss of power or ground to it, a bad cam or crank sensor, incorrect cam timing, an internal engine failure, an exhaust restriction, fuel contamination, a wiring issue with any of the components mentioned, a power distribution issue, possibly a security related problem (you should be seeing a security light flashing or staying on if that's the case).
