What seems to be wrong with the vehicle? Is this a no start condition that you are experiencing?

Does the security light flash while cranking the engine?

Have you checked to see if there is spark? These have common igniter issues

the car has spark all the fuses are good fuel is not getting to the engine

If the car has spark then the ignition switch is working. I would suspect fuel pump, fuel pump relay or circuit opening relay. I would trying swapping fuel pump relay and circuit open relay around with other relays to verify if they are faulty.

already did, no power to fuel pump or the relay

Do you have a voltmeter? To test Pins 1 and 2 on the fuel pump relay socket? should have 12 volts across these when you are cranking.

the fuel pump relay is new the fuel pump is new the fuel regulator, crank postion sensor, am2 fuse good, open loop relay good, check all fuses all of them good,

OK I understand that a lot of parts have been replaced, but a systematic approach to this issue will yield a positive result, we need to verify if this issue is on the fuel pump circuit or on the control side of this relay.

ok if i did it right i was only getting 0.018 volts
