Hello I am trying to get a law changed in the Animal Care Facilities Act for Missouri under the Department of Agriculture . I know this act is federal, however, I also understand that states can override that federal law to some extent. As an example, I know Colorado and Illinois has significantly different laws than Missouri. I have been a kennel technician for four years now, and we recently got inspected and they enforced this law on us.

Unfortunately this law will make our save rate of cats go down at least 50% due to the regulations regarding cat housing requirements.
Below is the law I want changed:
Cats up to and including eight and eight-tenths (8.8) pounds, or four (4) kilograms, must be provided with at least three 3.0 square feet, or twenty-eight hundredths (0.28) square meters.
Cats over eight and eight-tenths (8.8) pounds, or four (4) kilograms, must be provided with at least (4.0) square feet, or thirty-seven hundredths (0.37) square meters.
I already have a there page report and two different letters addressing this problem in detail along with a different approach to this law that would work more effectively. I have not sent them to anyone yet. The problem is I do not know who to contact, how to increase my odds, etc.
