Acceptable reasons for NOT filing an appeal, well there are many. First, the person cannot afford an attorney or the cost of attorney's fees are more than the loss from the administrative action. Second, the employee did it and has no real defense. Third, the discipline or sanction is not overly severe and the employee is willing to just accept it and move on. Those are the most common reasons why it is acceptable to not appeal.
