Can I legally pursue a criminal suit/charged a crime in California against her for destroying my US passport in Mexico?
No, you can't. Even though it was a US passport, you can only pursue criminal charges where it happened. That is the only court with jurisdiction.
You could sue her civilly in the US since that is where she lives but the judge may make you apply Mexican tort law. I would think that the lawyer could convince the judge that US law should be used for that since the trip started an ended in the US, it was only the damages that were accumulated in Mexico.
