was a gift and now she is saying she only loaned it to her.
What are her legal rights?

You wife has NO legal obligation to return anything given to her as a gift. Once a gift is given, assuming it is unconditional, it becomes the property of the recipient to do with as they please. The gift does not change to a loan simply because the donor changes their mind.
