If the Salon Owner is not paying her rent and she is on the verge of eviction and the water has been turned off, then you really cannot be there and pay rent. What are you going to be working with if there is no water there. A sanitary issue would arise. You do not want to be a part of that. You need to get out now. No rent is due under these circumstances. The Salon owner has breached your agreement by subjecting you to eviction and possible health code violations by not paying rent and water bills.
