The EPA for conversion of gas stations requires that the tanks be removed or filled after being cleaned to prevent ground leakage or explosion risk. So you will have to get the tanks and ground inspected and then you will need to either remove the tanks or fill them with sand/cement to render them safe. You are going to have to start with an EPA inspection and determination that your ground is safe and then get the tanks rendered safe.
