information on case law involving discrimination at traffic stops against mentally ill person unable to comunicate with the officer because her speech impediment allows him to asume her inability to converse as someone who doesnot have the probelems that come with a disability gives him a reason to assume she is driving under the influence of some illegal because disability makes her hard to understand and a bro***** *****ght becomes a chain discrimnatory events she is forced to blow and its ooo not gona satisfy him with that she cant talk right and the emotional problems that are tied to this disability are being componded as the harassment continues and now the discrimnatory assumptions of your guilty becuase your n ot understood if its not booze its somthing else illegal causing what is becoming ever increasing emotional distress she had understanding or reason why she was now being forced to take a blood test handcuffed and arrested this poor women was terrified she was being abusedhurt
