How can the Romeo and Juliet exception be applied to a defendant who has contact with multiple victims during the same time frame? And some of them are young enough to not qualify for the exemption.

The 'Romeo and Juliet' exception is utilized per occurrence and per individual. For example if the state has a 3 year 'Romeo and Juliet' exception, and the person was 19 at the time who had 20 different encounters with five different individuals, two of whom were 17, and three were 15 years of age, the exception would apply to the 17 year olds and all their occurrences, but would not be related to the potential charges stemming from the encounters with the 15 year olds.
