It is legal in California to put carpet in a kitchen.It is not done a lot but it is legal.Indoor outdoor or other similar carpet can be used legally.There is no prohibition against it.
Normally tile or linoleum is used but it is not illegal to put carpet in the homeowner chooses to do so.
