Thank you for using JustAnswer. I am Loren, a licensed attorney, and I will do whatever I can to answer your question and provide excellent service.
Discharging water across your property without your permission is trespass. You can sue for trespass and be awarded damages.
Start with a demand in writing to your neighbor that they cease and desist the discharge onto your property. If they refuse then you will have to sue.
I hope this is helpful. If you have any follow up questions feel free to post them. It is never a problem.
Thank you.
Loren
