can the owners of a private parking lot temporarily use handicap parking spaces to accommodate the drop off of preschool kids.for instance post a sign that reads lac school only 15 minutes pick up and drop off mon.-fri. 6am -6pm must display permit?

No, the handicap spaces must remain available for those displaying handicap placards. Use of those spaces for non-handicap placard use is a violation of the ADA and the private business (preschool) as well as their landlord (if they are leasing the space) can be held liable if sued for a violation.
