They performed work, without advising you if their hourly rate or had you sign anything?
You should not pay any service fee,
since you were given no contract,
they have to justify their rates by the work performed,
and since you never agreed to any flat rate,
I would advise them in writing that without any breakdown of services performed you will not pay them.
If taken to Court they would have to justify the service rate, and explain why they did not advise you from the start of the fees.

I would also consider contacting the State Plumbing office, and file a complaint,
they may force them to provide you an itemized list of expenses,

The contractors only option is to sue you for the money,
and in Court they would have to provide an itemized list anyway, so
regardless they have to justify the amount charges since they did not have you sign any contract for services,
