It isn't illegal as in against a law but it is an error without a doubt and against their policies.
There are a couple of problems with suing them based on this. While a lawsuit is possible in order to be effective you must have damages caused by their actions.
Damages like what?
I'm not saying you don't have damages, just that there are none set out in your facts and you would have to establish what the damages were. In addition, it is going to be hard to find an attorney to take the case because of the damages issue.
I don;t know what kind of damages you could have had based on your facts.
If, for instance, they gave him a package with something valuable in it and he sold it or broke it then that would be a damage.

Emotional distress can be a type of damages.
If you are unable to recover the money then that would be an element of damages as well.
