i do not know because they call me from withheld number. But on the recorder they give that number. Not unless it's a bill collector like i said i can't get threw plus i do not answer call when i do not not see a number a restraining order against me i don't think it would be that.

There are a lot of scams going around right now where you get a call like this and they state they have issued a warrant, they have filed a lawsuit, etc. It is purely a scam and someone at these companies are selling customer information to the scammers. That is almost certainly what this is. If they call back they will probably tell you something similar and try to get you to send them money, usually by Western Union, Green Dot card, or Money Pak. However, it is absolutely a scam.
