If you don't believe that your daughter is lawfully in your sister's custody, this is a kidnapping, and should be reported to the police. The thing you need to determine is if children and youth services is actually involved and has placed your daughter with your sister.
Much of this you can do without a lawyer. I would suggest you call children and youth services and find out if there has been a custody change. If there was, you should have been informed, but, unfortunately, it doesn't always happen. If there hasn't been, you are still have legal custody of your daughter, and if your sister still refuses to give her back, you need to call the police. None of that will cost you any money.
it was a kidnapping..as of the 15th of aug. When i threatened my sister with charges or lawsuit she tried to lawyer up..and involved cys after the fact..They have not contacted me, thank Heavan..So i really don't know. They did show up unannounced at my older daughters school on her 13th birthday, (so i know my sis is slimey)Anyway, she my daughter told them she knows they are holding my 11 yr old illegally.

Even if my 11 yr old minor chose to stay which was not initial intent, she had no parental permission. Quite the opposite, her dad and i would have preferred a local placement as any community member other than county cys ? would be easier to deal with and less costly..idk. ?
Your daughter does not have the legal right to decide where to live. That is up to her parents or a judge.
How do i know? Information is coming in to slowly for my sane peace of mind. a documented day last week i had a meeting with the principal of 11 yr old minors school. He called the officer whom i took to the residence in question asking for the removal of my daughter for medical testing and/or maternal care...and the officer said my sister/and her lover?.. asked for 'one more night' with my baby "skin crawl"...and he called cys...i've never recieved any paper work from that ajency. Just shortly thereafter my sister legalled uyp with there? attormney asking for custody and or visitation from a magisterial office..The facts on said document incorrect ..what a mess eh?
It is a mess, but you can easily clear this up by going directly to CYS and find out if they have given legal custody to your sister. If they have not, you need to call the police.
Thank you. I am aware that at 11 she does not have the right yet to choose, i'm not certain how to proceed...There is a hearing scheduled for the 13th, my finances later than that in the month..and i think legal charges are a possibility..hard to do offense and defense on my own, see?
If the state is trying to take custody of your daughter and give it to your sister, you have a right to have court appointed, free counsel.

i have not been given notice of cys involvement- thank GOD, and the hearing is Court of Common Pleas County

OK. Either she has legal custody of your daughter or she doesn't. If she doesn't, it is illegal for her to keep your daughter against your will. It is really that simple.

You need to tell them that your daughter has been kidnapped and is being held by someone else without your consent.
i see lawsuit, criminal charges, and pain and suffering, corruption of minors,...too much for my plate alone. When i mistakenly, informed my estranged sis she said stop contacting her or shes filing harrassment, so i did. Then she filed first legal assualt.
