Reviewing county ordinances I have not seen such limitations listed anywhere. There may be a city limitation that I can double-check for you, but I did not find any specific limit on how many pets a person may have on the premises.Good luck.
They have told me specifically Cumberland County. I suspected they were misinformed. Could you check?

Here is one link that lists the statutes and ordinances for Cumberland County and the local towns within the county where you can also check for yourself.
