The IRS enforces the federal income tax laws. If an individual improperly fails to file a federal income tax return or misrepresents the amount of federal income taxed owed, or willfully fails to pay federal income tax owed, the IRS can take legal action. However, the suspension of a website does not, by itself, give the IRS jurisdiction to take any sort of legal action.

In short, the answer would ordinarily be "no".
