It is what is known as a "conditional threat". If you do this then I'll do that.
However, if you are asking if it is illegal or actionable it is not.
That's what I was asking. So, even though the PM considered it a threst, thy can't take legal action right ?
No, it is not an actionable threat.
You can threaten to exercise your rights as a citizen but in this case it is a conditional threat anyway which doesn't count.

No. The PM sent my complaint to the Postal Inspectors (postal police) who are real dick heads.
She said they'd contact me.
There is nothing there. They can call you but nothing you said is illegal.
