While polygamy is permissible under the law, it still requires spousal consent as I am very sure you know. The problem is your wife not giving consent does not leave you many options other than considering a divorce under the Muslim Family Laws, which you know can be done solely on your will without court intervention (unlike a wife who cannot divorce only on their own discretion). Thus, if she will not give permission, you would have to consider pursuing a divorce and dissolving your first marriage. That is one option.
The second option is to continue the relationship as it is now and keep negotiating with your first wife to consent to the second marriage.
