If you have a well agreement and they are not abiding by that agreement, in order to terminate service you must file suit against them for breach of contract
and seek to recover the money due or get the court to order termination of the service from the well. Before you go to court to seek to terminate service, you need to give them a written demand to pay their bill or you will seek legal action to terminate them from the well service. You need to give them a reasonable time to pay, which is generally considered anywhere from 5 to 14 days by the courts. Once they fail to pay in accordance to your written demand you can file suit against them to terminate the well service.
