The 12 digit VIN, regardless of what the forms are asking for, is what was used on vehicles of that age. You fill out the 12 digits and when they see the year on the vehicle they will know that it is the correct number of digits for a VIN from that vehicle year. You are also going to have to attach proof that it was given to you by the owner (such as a gift letter or bill of sale). If you do not have such documentation, you will need to locate a family member to get a duplicate title and sign the vehicle over to you or you have to file a petition in court to quiet the title to the vehicle and provide proof it was given to you in the court.
