That collection agency was contacting people and recording calls without telling them they were doing so and they got sued over it.
If you return the form you can get debt forgiveness up to a certain point and possibly some extra cash at some point.
Unless you intend to sue them yourself in an individual lawsuit then there is really no reason not to send it back and it may mean some extra money.
