i was given tip money but not an actual paycheck

Ok.

A 1099 is what your family member would send you to show that he/she paid you for working. If they are not sending you a 1099, then you do not have to file the 1099 to report your income. You would simply report the tips as regular income. Of course, because tips are cash and often go unreported to the IRS. Technically, one is supposed to report tips as income on your 1040.
