Am I able to make an "Open Records Request" for the employee records of someone who works for (or used to work for) Delta Airlines in the State of Georgia?

The Georgia Open Records Act only applies to government entities, so unfortunately you would not be able to send an open records request to Delta Airlines under the Act.

The only way to get records from a private company like Delta would be through a subpeona, which has to be tied to a filed lawsuit.
