The amount of compensation on a writ of mandate is limited to actual damages suffered from the actions the mandate ordered performed. Those who can recover would be only those who were actually damaged by the action/non-action that was subject to the mandate. Usually, writs of mandate have low levels of monetary recovery since they are petitions to demand officials take some type of action they are bound to take and thus only actual damages from those actually harmed by the acts.
