if im in the military and my wife is not and we are trying to get a divorce but she wont went the divorce papers that she already has writen up cause i wont send her money till i get the divorce papers is that legel?

i am a soldier in the military and i got married on april 2nd 2011. she left me for another man saying she wanted a divorce through a txt message a week later. i have been paying her on a monthly basis. 3 months ago i didnt get paid as much as i usually do and havent been able to pay her. she has all the paper work ready to go but she wont send it cause she wants her money (over a thousand dollars) before she sends the papers. she went to the red cross to complain to a higher ranking soldier that she wasnt getting paid but its only cause i havent been getting paid. can she do anything to me that might hurt me in the long run?
