i struggle with sex stuff and i been trying to go with out masterbating for like 5 days and weds i was going to change my clothes and someone was in the bath room so i went to this corner in the basement under the stairs of the UCR library to changei had the urge to masterbate and no one was there but a security asked what i was doing and i quickly pulled up my pants,he saw nothing nor did anyone elsei told him i was starting to defile myself and then he called the cops and there was like 7 of them and but they let me go because there was no evidence, they filled a report and took a picture of me and took my home and cell phone number. Do you think this will be pursed, they say they didnt have any charges at that time?

What will happen with the report will it be on my record? and when can i say its safe they wont do anything, like could it go to a judical review? a cop said something like that but i think it was to scare me?
There is no such thing as a judicial review in this kind of case so he was probably just trying to scare you. The report won't be public so it won't be "on your record".If they haven't done anything in a month then they certainly won't.
