If he has not complied with the terms of your agreement to sell the motorcycle and will not return your property, I am afraid the only recourse you would have would be to sue him for that return by filing a petition for replevin in the superior court, since a small claims court cannot order return of property. The police will not get involved because they will call this a civil matter as you have given him the title willingly as part of a contractual deal between the two of you.
