If we own an online auction site can we mandate whether or not family members can and cannot participate? Is there a law stating we are not allow to?

Thank you, you are free to place such restrictions on participation in the contest, but they are not required, so long as by virtue of the family relation family members do not enjoy preferential treatment versus other auction participants.
