Texas DPS has sent a letter that says a Drivers License renewal will be blocked till a fine is paid for failure to appear for a driving without proof of insurance violation from 20 years ago. I vaguely remember, this the vehicle was insured. I just didn't have the proof with me. Can they do this 20 years after the fact? And, is there anyway to fight it legally based on statute statute of limitations? My insurance agent at the time has no records that go that far back. Or, is it better to just pay it and cut my losses. If so, will it become a permanent stain on my driving record.

There is no statute of limitations on a case like that because it was "tolled" once the ticket was written.
