They do have to show they made reasonable efforts to serve the other party within 120 days of filing the suit (See: Nevada Rules of Civil Procedure Rule 4) before they can get permission to serve by publication, which requires 3 weeks minimum publication in the major newspaper in the last area where the party was known to reside.
