What recourse does a taxpayer have when city governments consistently practice programs of selective enforcement of city, state and even federal laws? Perhaps it would be more accurate to say "selective non-enforcement" for friends of the current administration.

Unfortunately, selective enforcement of laws is not illegal in Colorado or in the US unless it is done based only on age/race/sex/Disability. See: Lloyd A. Fry Roofing Co. v. State Dept. of Health Air Pollution Variance Bd., 553 P.2d 800, 191 Colo. 463 (Colo., 1976). '(T)he conscious exercise of some selectivity in enforcement is not in itself a federal constitutional violation. Even though the statistics in this case might imply a policy of selective enforcement, unless that the selection was deliberately based upon an unjustifiable standard such as race, religion it is not unlawful or a violation of the Equal Protection Clause. See: Oyler v. Boles, 368 U.S. 448, 82 S.Ct. 501, 7 L.Ed.2d 446 (1962). persons asserting equal protection deprivations of this type must establish intentional discriminatory enforcement of regulations against them; the fact that some other individuals escape prosecution under an ordinance is insufficient to establish intentional selective enforcement of the ordinance. Zavala v. City and County of Denver, 759 P.2d 664 (Colo., 1988) citing, Snowden v. Hughes, 321 U.S. 1, 64 S.Ct. 397, 88 L.Ed. 497 (1944); May v. People, 636 P.2d 672 (Colo.1981); Parrack v. Town of Estes Park, 628 P.2d 1014 (Colo.1981); Earl & Sons Tire Center v. City of Boulder, 192 Colo. 360, 559 P.2d 236.Thus, in order to prove illegal selective enforcement, you must prove it is being selectively enforced based solely on your age/race/sex/disability.
