This is actually a police question. If there is a murder but no evidence to point to a specific person. The person was shot between the eyes at close range. Would the police input the fact that the person was shot between the eyes to the FBI to see if there have been similar circumstances eg, maybe there's a serial kill that has this MO. What program would they use to send information to the FBI? Law Enforcement Online LEO, or NCIC?

No, unfortunately it does not typically work like that. The police records are kept locally. Facts like that are not put in the computer databases to search like on TV where it seems the FBI can check murders by very minute details of the murder. We wish that it was just that easy sometimes, but the fact is that even in this age of technology, police departments do not communicate like that.
