There is a woman in Isreal who has become obsessed with talking to me and she has sent me two very abusive emails -- one of which she also sent to my business partner's email address and she phones sometimes four or five times a day to my business phone. Because she is out of the country, I wonder if there are any "stalking" laws that would apply to grant me relief. I don't want to go to court, I just want her to realize there are legal consequences if she doesn't stop.

Unfortunately, there are no international stalking laws. You could have a lawyer send her a letter threatening to have her charged in CA, since that is where you are located when she makes the calls and when you receive the emails, and then threaten to have her extradited but realistically that isn't likely to occur. You could also file a complaint with the State Dept. and the Israeli Embassy but, again, they aren't likely to do anything.Those are the only solutions likely to have any results. Is there any slim, open to interpretation clauses in any of the anti-terrorism laws that obviously I could never win on but that might seem at least possible to her?
I can't think of anything that would apply.
